Freedom House documented a record 125 incidents of transnational repression conducted by 23 governments during 2022, representing a significant escalation in authoritarian efforts to silence dissidents and exile communities beyond their borders. The comprehensive analysis reveals how governments increasingly deploy violence, harassment, and coercive tactics to target political opponents, journalists, and activists living in foreign countries.
Expanding Geographic Scope
The 2022 data shows transnational repression operations spanning multiple continents, with authoritarian regimes pursuing dissidents across diverse geographic regions. China emerged as the most active perpetrator, conducting systematic campaigns targeting Uyghur communities, pro-democracy activists, and journalists in dozens of countries. Iranian authorities escalated operations against protest supporters and opposition figures following domestic unrest, while Russian intelligence services expanded targeting of critics and defectors worldwide.
Escalating Violence and Coercion
The report documents increasingly violent tactics, including assassination attempts, forced disappearances, and coordinated harassment campaigns targeting exile communities. Governments deployed sophisticated surveillance technologies, infiltrated diaspora organizations, and leveraged diplomatic pressure to coerce host countries into facilitating repression operations. Family members remaining in authoritarian states faced intensified persecution as leverage against overseas dissidents.
Limited Protection and Accountability
Despite the escalating threat, democratic governments demonstrated insufficient capacity to protect targeted individuals and hold perpetrator states accountable. The assessment highlights significant gaps in legal frameworks, intelligence sharing, and coordinated response mechanisms necessary to counter transnational repression effectively. The GAO separately found that foreign governments routinely suppress dissidents within the United States, with China, Iran, Russia, and Rwanda among the most active perpetrators according to Department of Homeland Security data.
